RCMP officers raided the homes of the two men, one of them a minor, and confiscated a computer, manuals, disks, photos, and CD-ROMs - including about a dozen pictures of child pornography.
Carl Langlois, 23, faces two counts of illegally obtaining the use of a computer, one charge of being in possession of stolen computer passwords, and another for possessing child pornography.
Under recent amendments to the Criminal Code of Canada, anyone who directly or indirectly fraudulently obtains any computer service is liable to a maximum of 10 years imprisonment.
RCMP spokesman Guy Amyot said that, in one case allegedly involving 23-year-old Langlois and his young accomplice, a victim saw his Internet account jump to 650 hours in one month when he had paid for only 15 hours of use. That person and another each saw their 15-hour monthly Internet accounts rise to 80 hours the next month.
On Monday, three Quebec City-area men were also arraigned in provincial court for stealing Internet passwords - and offering online recipes on how to make explosives.
